stipulation of settlement vs chapter 13

Because of rent arrears I had to sign an above listed document today in housing court and I just found out that a stipulation cannot be appealed. I was by myself as I could not afford or find an attorney to represent me.

If I cannot get the arrears I will have to seek bankruptcy protection.

Have I injured my position by siging this form as to taking that protective action?

I also have a disability for which I take medication and which makes it hard for me to understand clearly what is being said or read to me and don't know if I I should have agreed to the settlement.

Please tell me anything you think about the matter.

I am applying for a "one shot deal" from HRA so hopefully things will work out. But if they don't give it to me I have no other recourse but bankruptcy.

Please help with your advice becasue I am very nervous about my prospects.
