Question about Heat Enforcement (already know the rules)

I'm familiar with the new rules for heating during the evening hours, when it must be at-least 62 degress inside with no outside requirement of being below 55 degrees.

During the month of may and perhaps early october, my LL doesn't seem to obey the rule, and the heating only comes on when its below 55 degrees. There are ptac units in my building, but not the one you control and pay for usage, basically when the heat is on, the ptac just circulates and blows hot air. If the heat isn't on there would be no air, when unit is set to heat, making it obvious heat is off.

Since this is evening, how is this enforced, do HPD agents come out that late night, and inside temperature can be subjective. Usually, inside temps are warmer than outside and heat has nothing to do with it. I would've loved HPD to simply say below 62 outside. Obviously, not a dire situation but a bit annoying because when its upper 50s inside at night.

Curious, any thoughts? My building staff is mostly decent though some senior may not be.

I think most tenants experience what you describe. Yes, the official heat season runs Oct 1 through May 31 of each year, but usually May (and even October) are not freezing cold and of more temperate weather. That's not an excuse to ignore colder weather when it does happen, but more of reality. In my building, unless it goes back to the 40's, the building will retain some heat into the evening. Maybe not all night, but maybe until midnight.

I'm not familiar with the term PRAC or what it means. But LL's must provide heat and pay for it, not the tenants.

Generally HPD will not come out - even in the dead of winter - late night when you need it. Still, I would lodge a complaint with 311 just to get it on record. When they do show up, it's usually a warm sunny day around 3 PM.

The requirement is for inside temperatures, not outside.
