Package delivery and retrieval

Our lobby has a locked closet designated for package delivery requiring that tenants wait until a lobby attendant is on duty at 9pm to access their packages. There have also been repeated incidents of couriers leaving packages out in the open on the lobby desk. This system has not only resulted in several mail thefts but also delays the retrieval of time-sensitive deliveries--for instance: medical supplies, perishables, work-related documents etc.


I have not been able to find any laws specifically concerning a tenant's right to secure and timely package delivery. Any advice would be appreciated.

If you're rent regulated (or if there are rent regulated tenants in the building), a reduction of services complaint can be brought, and if DHCR finds for the tenants, the rent could be frozen until the LL fixes the problem.

Otherwise it depends on the lease. Tenants can claim the situation violates the lease.

You can also make huge stinks with the USPS, Fedex and UPS.
