Succession rights increase

Hi

My husband and I moved a year ago and asked the landlord to issue the renewal lease (May 2016) in our rent stabilized apartment in our son's name. He has lived there is whole life (22 years) so there is no doubt about his rights. After a lot of nagging, they finally re-issued the lease in his name, but for about double the current rent. I am having trouble finding out if they are allowed to increase the rent, and if so, by how much. Where can I find the rule on this, it's not coming up in my searches.

He has succession rights, having lived there 22 years, and there shouldn't be a vacancy increase, unless you acquired the apartment via succession rights. The fact sheet is here:
