Do DHCR Over Charge Complaint look at total history?

Last year my mother filed a over charge complaint with DHCR
the complaint is about a non renewal of a RSL and the signing of a vacancy lease.
After looking at the rent history Ive noticed that, when the landlord took over the building in 2012 an jump of 250 dollars from one lease to the lease renewal

within the original Complaint that was not mention but the rent history from 1984 to 2016 was within the compliant does DHCR look at the total history ?
