DHCR office move

This was just posted on the tenant attorney listserv, from a DHCR attorney:

“Please be advised that as of October 15, 2019 the Office of Legal Affairs of the New York State Division of Housing and Community Renewal will have moved to 641 Lexington Avenue, New York NY 10022.”

First, I assume that means the office that is/was at 25 Beaver St.

Second, the notice is for October 19. That's two weeks from tomorrow. The 19th is a Saturday, so I don't know what that means.

The notice does not say if the Manhattan Borough Rent Office (where one goes for FOIL production) will also go to Lexington Ave.

Google Maps says that is on the NE corner of East 54th St., just north of the Citicorp building. Just don't be there when Citicorp falls over :).

UPDATE: we've been informed that the Manhattan Borough Rent office, at 25 Beaver Street, will remain at 25 Beaver St. They might move to a different floor (unknown at this time), but they tell us they will remain in the same building.

It is the DHCR Litigation Dept. that will be moving to 641 Lexington Ave.

If you are seeking forms or have requested a FOIL inspection, you would still go to 25 Beaver St.

Wow, the same DHCR that rolls over for landlords and take 5 years to make decisions ... just issued this press release filled with superlatives: reinvent, re-imagine, enhance collaboration, promote wellness (how did that get in there?), mission-driven and multi-functional...

Such a load of BS. They want to "showcase" their work, such as promoting displacement, harassment, and sloppy work? Why not just say they moved?

The so-called Tenant Protection Unit (TPU) is a farce. We tried to contact them when they were at 25 Beaver St., no one would even admit that was the TPU.

See below to note that the Borough Rent Office will remain at 25 Beaver St.


HCR Announces Newly Renovated and Expanded Office at 641 Lexington Avenue

Last year, HCR was presented with an incredible opportunity to reinvent our offices in New York City to enhance collaboration, promote wellness, and drive our mission. We are proud to announce that we have recently completed a major renovation and expansion of our work space at 641 Lexington Avenue. Our expansion enabled us to move most of our staff from 25 Beaver Street to our newly reimagined space.

During the last nine months, our office at 641 Lexington Avenue has undergone a remarkable transformation. Our new space is bright and modern with a more open layout that is mission-driven and multi-functional. 641 Lexington Avenue now celebrates and showcases the work we do and its impact. The office design includes large wall coverings featuring photos of our developments from every region of the state and testimonials from New Yorkers who have benefited from our work and a large conference center on the 2nd floor.

We were also able achieve our vision of co-locating much of our Beaver Street resources at the redefined 641 Lexington space, furthering our goal of integration and increasing efficiency.

The following departments have moved to 641 Lexington Avenue:

· Office of Housing Preservation (including Mitchell-Lama, Asset Management, and Weatherization)

· Multifamily Finance

· Architecture and Engineering

· Office of Faith-Based and Community Development Services

· Office of Legal Affairs

· Tenant Protection Unit

· Fair and Equitable Housing Office

The following departments will remain at 25 Beaver Street:

· Office of Rent Administration Lower Manhattan Borough Rent Office

· The majority of the Section 8 team and Section 8 Hearing Room

· Governor’s Office of Storm Recovery

What You Need to Know

· Service of Article 78 Proceedings or other court papers should be made to 641 Lexington Avenue, NY, NY 10022 starting October 15, 2019.

· Service of subpoenas for personal testimony should be made to 641 Lexington Avenue, NY, NY 10022 starting October 15, 2019.

· No service of legal papers should be made to 25 Beaver Street, NY, NY starting October 15, 2019.

· No service of subpoenas for personal testimony should be made to 25 Beaver Street, NY, NY starting October 15, 2019.

· Visitors to 641 Lexington Avenue will be welcomed at the main reception area on the 5th floor. A second reception area for our new conference center is on the 2nd floor.

· Beaver Street employees will have new phone numbers. Calls will be forwarded for six months, but you should update these numbers in your contacts going forward.

· Packages for Beaver Street employees should be sent to 641 Lexington Avenue, NY, NY 10022 starting today. Mail will be forwarded temporarily but please update your contacts going forward.

Employees located at Gertz Plaza and our Rent Borough offices have not moved.

We appreciate your patience over the last nine months as we worked to improve our space and we are excited to share this change with you. We look forward to welcoming you to our new office and showing you around!
