Does the HSTPA, which now states that MCI rent increases are temporary (for 30 years) apply retroactively to MCIs done in '80s?
My rent history shows successive MCI increases in the 1980s so I'm wondering if my rent should in theory be reduced either by exactly the per room amount it was increased in those years, or by that amount PLUS the additional $ it added to my apartment's RGB increases each renewal lease? Or, of course, is this new stipulation not applicable to pre-HSTPA MCIs. Thanks!
