What violations against a building prevent a landlord from collecting rent for the length of period they remain in effect/unresolved/outstanding ect.)?
Mainly, that are easily accessible through the DOB portals? (OATH/ECB/DOB) and classifications if necessary
additionally - how can you see if there are issues with the C of O - if you're buildings still rockin dat I-card

I know DHCR's has a very silly record keeping system. lol

The I-card hasn't been used in decades. But as you know it exists, then you should know the answers to your other questions, right?
See the CofO on the DOB web site.
Look for "rent impairing violations" at HPD.
Just Google "nyc hpd rent impairing violations"
