Isn't gas suppose to be included.......

Isn't gas suppose to be included in a rent stabalized apartment? I am paying $1250 shouldn't the landlord be paying a measly $20.00 for gas a month? pls someone answer that......THANKS

Is this gas bill for the stove or heat/hot water?Maybe Stabilized is different, but I'm in Rent Control and we're responsible for the gas bill from our stove.
