The site you refer to as the NYC DHCR site
http://www.housingnyc.com/index.html
is actually the Rent Guidelines Board site, while
http://www.dhcr.state.ny.us/ is DHCR, which is a State Agency.

It's interesting that the RGB site doesn't clarify this, and uses a .com domain as opposed to a state domain.
