toilet in our backyard

Our upstairs neighbor got a new toilet, and their old one was thrown out the window, and now sits in the back yard of our building. Guess where we live? On the first floor, overlooking a toilet! Although we see it better than anyone, others have complained in the building. The LLs solution was first to cover it with a big piece of rotten board (wood). Then that fell apart, so he then planted pumpkins all around it, and the vines overtook it, and then SURPRISE! The cold hit, and the vines dissappeared, revealing...viola! A Toilet! Doesn't he have to get rid of this?

It amaze me that your LL would go through all the trouble of planting pumkins to hide the toilet when he can simply smash the toliet into smaller pieces and throw it out with the regular trash. That's one lazy LL.
