A friend of mine lives in a rent-stabilized building in the e. village. For the last three months her entire building has been cocooned in scaffolding and tarps while the exterior is cleaned and repaired. The tarps are nailed directly to their windows making them impossible to open and blocking sunlight. Is there anything she can do about this? If the tarps and scaffolding are blocking access to the fire escape, can she get the LL to remove the tarps for this reason? Is there any case here for a reduction in rent for loss of services (access to fresh air and sunlight?)
