What actually happens after MCI approved?

My LL has applied for an MCI increase. She was denied the 1st time and is petitioning the denial. I am going to submit my answer (and hopefully she will be denied again) but I am wondering exactly what happens if she gets it this time?

Also her MCI increase is for new risers and hot/cold water pipes throughout the building. I checked some past cases and that does look like an allowable MCI. W/o doing anything unethical or untrue what is the best way to couch my answer to her petition since I don't actually know if the improvement was done buildingwide?

You should read carefully the decision the LL is appealing and her PAR. Your reply should defend the legality of the decision and rebut any statements made by the landlord. Without knowing the facts (which you shouldn't post here anyway) it is hard to be too specific.
Keep in mind that I am a tenant. Not a lawyer!!!!!
