how do i go about finding out how much rent i should be paying. who can help with this aswell

Go to the DHCR and request a rent history for your apt.

You supposedly can request it by mail too but they are not totally competent so it is best to go in. You will need a copy of your lease and proof of identity (state DL, passport etc.)

You can also request it over the phone and they usually mail it the same day.

I requested it by phone 3 separate times and never received it

although I would NOT put it past my scumbag LL to have stolen it from my mailbox.
