The strangest thing is that they white out the areas of the document that identify the owner, and then certify that it is a true and correct copy.
Frankly, there is no basis for them to deny the complete form. If you make a Freedom of Information Law request it should show up completely. Or you have the right to bring a case against the agency that is hiding the info.
As for using it in court, yes, an unregistered building is supposed to be unable to use the Housing Court. But so much depends on which judge you have. Let me know if you get screwed by a judge on this issue.
