I live in a rent-stablized apartment. The regrigerator from 80s in my unit is not working too well and my LL says that it is too old to fix. My LL does not allow me to purchase new regrigerator myself, he wants to purchase one and increase my rent. What are my rights?
Your rights are that the LL must supply a working fridge. You must ask for a working fridge, not a new one. If you do not agree to a rent increase, he can't increase your rent. But he still must provide a working fridge. He wants to force you into accepting a new one to pass-along the costs, but you should refuse that. The obligation still stands.
