In Feb management blocked off access to all aparments balcony for renovation. 7 months later it's still not finished. They are doing an entire 3 building complex, some apartments have been finished, others havn't even been started, and the project has been going on for over a year. The aparment is stabilized. Anybody have any idea what my options are?

You have a building-wide reduction in services. However, I don't know whether the landlord's defence--which is that it is termporary--would succeed. You need to get the forms etc. on the DHCR website. I believe new rules require that you contact the LL first.
Keep in mind that I am a tenant. Not a lawyer!!!!!
