There has been no heat and hot water in my apartment siince I arrived home from work. I left a message for my landlord about such. About 30 minutes later he called threatening that he was going to take my apartment, which is rent stabilized, away from me for filing a complaint with NY Housing. First, I did not file the complaint. I told him this and then he said he knows I am the one that called and continued to scream at me and threatening to take my apartment. He also told me to let the other tenants know that if one of them ever call NY Housing, he will still take my apartment since he is convinced that I called. What can I do to stop him from harassing me. He is a new landlord and wants all the apartments to turnover. I should also mention that since he recently had a fuel delivery to the building, the heat service has been getting worse. Any advice?

I presume that you're rent stabilized and that you're paying your rent.

Contact the DHCR and file a harrassment report. This guy sounds like a bully. I believe fines can run up to around $5K per month.
