Hello I am writing to find out info for my elderly aunt who lives in the bronx in an apt building for over 20+ years. She has been told by the owner that she can no longer use her washing machine. This is very inconvenient and unfair. Is this legal? Can the owner change the rules? Please advise. i have surfed for an answer and have not found anything yet. Thank you.
