10 Days-NO HOT WATER

We have been without hot water for a total of 10 days this month. It is becoming really frustrating. The man that calls himself the landlord of the building (he is more like the slumlord) keeps dodging the tenants, not answering phone calls, not answering his door, and lying about fixing the problem.

Is there a specific amount for each day we are without hot water that we can deduct from the rent? We are talking about withholding rent as a group, but I still don't think we should have to pay the entire rent amount since we have been without hot water for a third of the month with no proper reason as to why.
