question about vacancy rent computation

I found this on RGB's web page: "Under a City Council ordinance, owners are required to disclose prior rent histories to new occupants of deregulated apartments." www.**********.com/guidelines/decontrol.html#vacancy
Is this still good law? if so, where can I get a copy of this Ordinance? Thanks.
