Rent Overcharge - proof seems suspect

I had sent in a rent overcharge form to the DHCR about my apartment and the landlord responded with "proof" that he spent the $45,000 on MCI improvements that he claimed to have spent to raise my rent. Most of the expenses stemmed from this one company (about $36,000) for bathroom and kitchen work. I did research on the company, and I saw that the checks the landlord wrote to the vendor were in May 2000, but the vendor was not EVEN incorporated until November of that same year. I think there is a connection between the landlord and this company and these "expenses" were totally fake. Is there anyway I can find out more info about this company, I checked BBB, and NYS web site, but I don't get much information from it.

Any suggestions?
