Alarming DHCR trend?

I filed a PAR early in April, but haven't yet gotten any indication that the LL has replied. This worries me, because in the past the DHCR has not forwarded LL filings to me for reply.
Has anyone else experienced this? What does one do about it?
Keep in mind that I am a tenant. Not a lawyer!!!!!

File a FOIL, a Request For Access to Public Records. You may get the form at DHCR or possibly on DHCR web-site.

Filing the FOIL (see above) means that you will get the opportunity to view the entire file at one of the DHCR offices. If you live in Manhattan, specifically request that you view the file at the Lower Manhattan office at 25 Beaver Street-otherwise you'll have to go all the way out to Gertz Plaza in Queens.

That's a good idea. Thanks. But I was wondering, in particular, whether this is a problem that others have experienced--and also what action, apart from filing an FOI request, can be done when that happens.
Keep in mind that I am a tenant. Not a lawyer!!!!!
