Question about SubLeasing a Rent Stabilized Apt

I read the LL can raise the rent on the person who will sublease the apartment from someone living in a rent stabilized apt.

My question is how much can the LL raise the rent by?

The sublease would be for the max 2 years allowed. The primary tenant is going to sublease due to her not being around alot.

Under the current rent guidelines, a landlord is entitled to a 10% surcharge for a subletting.
 
The prime tenant is also entitled to a 10% surcharge for subletting a fully furnished apartment.
