Ideally, you should have asked for a rent abatement until all of the repairs were completed.
I would imagine you can ask for an abatement this time around but, the court is not likely to look at this as favorably since you've failed to make the payments in the last stipulation.
Probably your best bet is to come up with most of the back rent and hope you can get anb abatement to cover the rest.
