Lease Renewal Rent Guidelines Rider

Can a landlord lawfully refuse to renew the lease for a rent stabilized apartment if the tenant refuses to sign a rider that essentially requires the tenant to waive any right to challange an adverse determination by the DHCR and agrees to pay any increase set forth in the determination? Is this a lawful modification for lease renewal purposes?

sounds like an illegal lease term that even if you signed it would not be legal in court

still wouldn't sign it. he is required to give you a renewal lease with the EXACT same terms as the first lease, no addition terms, riders, agreements, etc. Nothing.
