MCI decision allows units to be exempted from MCI rent incre

An important decision on Feb. 14 from the NYS Court of Appeals determined that DHCR has the discretion to decide if some apartments can be permanently exempt from Major Capital Improvement Rent Increases (MCIs) when parts of the work was not done or not done properly.
