7 Floods in 5 years, need advice FAST!

My apartment has been flooded 7 times in the last 5 years. The latest flood was in July. I do not have a lease and am guessing that this is a illegal apartment. I write a check to "cash" each month.

I decided to find a new apartment and will be able to move into that new apartment 9/15. I did not pay the August rent, the LL can keep my security. I told the LL I needed another 2 weeks before I can move. She said that was ok as long as I still paid the rent. I feel like I do not have to pay the next 2 weeks of rent. This apartment is a mess. No carpet in the living room anymore. She has never onced helped me clean up the floods.

What are my rights here? Should I have to pay the next two weeks rent? I don't see how this is the apartment that I originally paid for each month. She could not rent this to anyone else in this state.

She is coming tomorrow to pick up the rent. In your opinion what should I do. I am afraid I will come home one day this week and be locked out.
