broken windows in apt

the windows in the apt we just moved into are in bad repair -- screens off tracks, windows coming apart, frames off-kilter, windows won't stay raised, top of window not locked into window frame etc.

What is the LL responsibility to maintain/repair windows in an apartment?

I am going to ask to have them replaced/fixed but I wanted to see if there is any encoded responsibility. It is a serious security/safety issue at present.

It's the LL's responsibility to maintain the windows. You can ask him to fix them but, if you ask for new ones, he might raise your rent for the improvement.
