does roommate law apply?

I would like to have my partner move in with me. LL refused to add her to the lease because of a low credit score, and has refused to list her as an occupant (with me retaining all financial responsibility).

Based on other posts, it seems that the roommate law entitles me to have another occupant live here and would only need to inform the LL (this is a non-rent stab apartment) - and that this would supersede the lease which states that legal occupants are only those listed on the lease. Is this correct?

Does the roommate law apply to all sized apartment dwellings, no matter the number of units?

If yes, would the occupant be entitled to her own set of keys?
