Is non-regulated building required to have a super who lives on the premise? I read some info on HUD and it is not exactly clear. I mainly got the part where "any building has more than 9 rental units need to have a super lives on, or within 200 feet, of the building." I don't know if this law applies to all rental units, or just rent-controled ones. Please let me know if you can direct me to a link that verifies this issue. Many thanks.

What about when there are 3 apartments? I know a janitor / super doesn't have to live at premises, but does the service still have to be provided?
It's not clear to me in the link provided here or any research I've done.
