Can I be charged for water?

I have been renting a house (In NYC, Queens), and the landlord has requested I pay the water bill. The problem I have is all the utilities have been changed in to my name, but the water bill cannot be changed. For that reason, I assume it would be illegal to charge me, as I would imagine if I was legally able to be charged, the bill should be able to be transferred in to my name. My family are the only tenants (We rent the entire house), and nothing was stated within the rental agreement stating I pay for water consumption/usage (We do not have a lease, and the landlord has just requested this). The water is not being sent via truck, we are connected to the main, so I am not sure what the legality of this is. Thank you in advance for your help, and if there is anything else you need to know, please let me know.
