Hi, has anyone had an issue with a building that is rent stabilized say under j-51 or 421-a and also participates in another program where rents have some form of rent regulation but not rent stabilized under that program (ie, lihtc,middle income,etc). When you file an overcharge , the landlord will keep saying that those more permissble programs constitute the base rent.

In the lihtc program if you have section 8, you can collect above the rent limit up to voucher value but imagine when they register is as base rent,
