Illegal rental by landlord

The staff in the building where I live told me it is illegal for the owners in that building to rent any room in their apartment. How do I verify this? If it is true, where should I report this?
Since similar thing happened to my friend.

This depends on what type of building you live in.

You mention owners in the building. I assume you are in a co-op or condo.

If you live in a regular co-op or condo, it is not illegal to rent a room in one's apartment. But it may against the buildings rules.

If the building is part of a low/medium income government homeownership program, there usually are stipulations about owner occupancy.
