What's Up with HPD???

Several years ago, I applied for moderate income housing (in New York) and was accepted. I have never been told to recertify but was told that my current lease had expired years ago and that I should accept a 4% increase renewal. This 4% increase is to be retroactive from all those years that I had never been asked to renew or recertify. This apartment is not registered. I suspect that it's quite possible that it has never been registered although the lease states that along with the housing assistance programs that the rent can be modified by HPD. I was offered a lease renewal (by way of a sample copy of a lease). I was told that I can either accept these terms or they can exercise their right to give me 30 days notice to vacate premises. What should I do? My lease has an automatic month-to-month clause in it. I have three children, two under the ages of ten. Thanks.
