COOP BOARD ACTING ILLEGALLY

In 1976 I moved into a sweat equity apt I bought (one which was gotten from the City). Lately the Coop Board is not following the By Laws a)not giving minutes of meetings to other tenants b)stealing monies from our payments c)not fixing anything in building etc etc. No one appears to be able to assist this problem. 1)Eliot Spitzer's office said "not them" 2)HUD said they could only recommend By Laws not enforce them. I am a non-wealthy man, with wife and 2 great kids. CAN SOMEONE GIVE ME GUIDANCE OR DIRECTION TO GET THIS COOP CHANGED OR ACTING LEGALLY AND RESPONSIBLY?
IS MY ONLY RECOURSE TO HIRE AN EXPENSIVE LAWYER AND GO TO COURT?

Unfortunately, having a lawyer handle a problem like this may become necessary if you have to sue in Supreme Court, the trial court that would handle most of the issues you're concerned about.
