tenant has a month to month verbal agreement to pay rent..landlord says to the tenant to pay a increase, or i am going to bring additional people into your apartment for additional monies..any ideas about this?

If tenant is renting a discrete apartment, then LL has no right to bring additional people into the unit. LL can end the tenancy of a month-to-month on appropriate notice, and seek eviction by a holdover if tenant fails to leave. There are someunique situations, like rooming houses or some college units where LL can rent rooms individually, but for regular apartments, that's not legal.
