NO GAS OR HEAT FOR 3WKS NOW......HELP!!!!

Due do a gas leak detected somewhere in my building, management called in the plumbers to replace all the valves in the entire building, (over one houndred and forty units), so as of june 24 all the hot water and all the gas in the building was shut off. to date we (the tenants) are still without gas or hot water. Management has made no effort to ease out suffering.. outside of issuing approximately 5 to 10 hot plates to some tenants.

I dont think I should pay them full rent because of this. I also think I should file a complaint against them...but I'm not sure where to file, or what kind of trouble to expect from them (if any) If I do.

my building is rent controlled ..but I pay fair market rent for my apartment.
