SRO Vacancy Lease Increase 1998

I moved into a Rent Stablized SRO in 1998. The rent of the previous tenant was raised 18%. Does anyone know what the legal increase was for RS SRO's for a vacancy lease that year?
Also, I found this place on my own - not through a broker, but was forced to go through the broker and pay a fee. I know I could have protested but I was afraid of losing the apartment. I was told that I should go through the broker and then file a compliant but I was afraid of LL harrasment. Is it too late to file one now to try get that money back?

There were no vacancy allowances in either Rent Guidelines Board Hotel Order #27 or Hotel Order #28.
 
However, you are probably too late to do anything about any overcharge. The four-year rule probably applies to SROs, and you would have had to challenge any rent overcharge that started on a date in 1998 before that same date in 2002.
