The property managers of hte builidng I used to live in (until I was forced to move due being a Crime victim there) kept my deposit. On May 1, 1999, I was the victim of an assualt, by a guy who was looking for the previous tenant, who apparently was a drug dealer. I infored the Property manager of the crime and that I could not return to the apartment for safety reasons.

the apartment was left cleaner than when I moved in, and he kept the deposit, I believe to make up for the fact the previous tenant skipped out. He did mention, when he came to inspect the premises due to a pre-existing problem with the steam standpipe and collapsing plaster, that the apartment I was in was a "problem" - (in fact HER File was mixed in with mine when I went in to the property manager's office to talk with him on another matter)

Has too much time passed to demand the return of my deposit?
