excessively high electric bills

This past summer, the building was doing extensive work on the outside. The workers covered our air conditioners to try to keep dust flowing into the apartments. (Seeped through windows anyway). My electric bills were at least 80% higher because of the a/c coverage. I asked my landlord to give me a month's free rent to help my expenses. Is there any thing legal i can use?
It is a high rise, non rent stabilized.
