HDFC details requested

Hi,

I was wondering if anyone could tell me whether an HDFC could be considered a state body/officer.

The reason I ask is that I lost my chance to buy shares in the HDFC when the building converted to co-op because of an administrative error which I am currently having corrected. After it is corrected, I will have to sue to try to force the HDFC to sell me the shares I should have had a right to buy in the first place. Will I have to sue them as a state body under Article 78 or as a private corporation in civil court? Thank you.
