Charging again for application fee on renewal

I am up to remew my lease and my landlord has informed me that besides raising my rent, I must pay an appication fee ($500.00) and administrative fee ($150.00) that comes from the management company. Isn't this his (Landlord) responsibility?

If you are unregulated, the LL can raise the rent to whatever he wishes. However, the fees you describe, while they might be legal and can be called whatever they wish, in our opinion are inappropriate. An application fee might be something you would see when first moving into an apartment, but not at renewal. Same for an administrative fee. Seems these are just made-up fees. I would fight them, and also look at the fine print of your lease. It might say something.
