Second floor carpet required

I live in Saugerties NY in an apartment with four apartments. I am in the two bedroom apartment on the ground floor. A new owner is redoing the apartment above me and has removed the carpet. I was told a carpet is required for second floor apartments (and above). Is that correct? I hope.

First, using your real name or email address on a public internet forum is asking for identity theft. Not the smartest thing to do.

On the carpet, that's an urban myth. It's a requirement only if it's in the lease of the tenant moving in. These days a lot of leases have the provision, but not all. And it's not always enforced by landlords.
