security deposit return

I live in suffolk county and have leased a house for the past 3 years, the owner is selling the house and we are moving to another house. my question is what is the law concerning the return of a security deposit? Can i request a written policy of what things are and are not considered normal wear and tear? I know withholding my rent is illegal but what other recourse does a tenant have?
