mailboxes

i live in a legal brooklyn 3-apt building. the mailman slips everybody's mail through a slot i the front door and all the tennants sift through all the mail to get theirs. i think my magazines and catalogs are being 'borrowed' for a few days before they arrive in the pile. who's responsible for purchase /installation of locking mailboxes, me or my landlord?
