We have been living in a building with 6 units. When a new owner purchased the building we were thrilled as he is a very kind man. The former owners (partners) were very cruel and over charged on rent. There were no problems at first. The landlord's son runs the building taking care of problems for tenants and making repairs when needed. Our concern is this son's wife. She constantly comes by the building harrassing tenants by yelling, screaming and cursing. She does not reason with people in a civil matter when she has a concern. She also appears to be a drug abuser as her own daughter who lives in the building has stated herself. We have had to deal with this woman for some time now. We are afraid to tell the owner of his daughter-in-law's behavior as we fear it may result in eviction. She has threatened to evict people for many reasons which appear to be unfair and even rediculous at times. My question is can an owner's daughter-in-law really evict people? Does she have any authority to do so and can we call the police and have her removed from the property if she attempts to bully and harrass people without fearing eviction?

Eviction proceedings must be brought by the owner of a building, not a relative. However, a relative may have influence with the owner.

Why not get her on tape, maybe the owner would live to hear it.

When she comes around and makes threats, just tell her you can't speak to her and communications must come from the owner.

You can have her removed from the part of the property that you rent (not the public areas), unless she's there on legitimate and official business.

Situations like this are best if you de-escalate them.
