making your own repairs and overcharging for repairs

My landlord stated that my apt needed some "touch up painting", however said that I could not make the minor repairs myself....I had to let them do it, pay for the supplies plus pay the person and hourly rate, landlord is also "taking peoples property" which is outside, is this legal? Landlord also stated that an item in my apt was "unrepairable do to misuse" and wanted to charge me $250....I repaired the item by simply installing a new screw...as well I looked online for similar items and everything i found was under $130. They are constantly harassing me about every little thing, and trying to enforce rules on some people but not others. What do I do? BTW I do have video of the supposedly "unrepairable item" in working order.
