Landlord chooses who can have pets

I currently live in New Rochelle. At the time i leased my apartment I was told no dogs were allowed. As soon as I moved in I discovered that other tenants had small dogs (we are allowed cats). I called the renter company to inquire about it and they had stated that they allowed dogs to new renters during a small period because they had trouble finding renters. Are they legally allowed to allow some people to have pets (not special needs basis) and others not? How can i plead my case to allow me to have a small dog.

What does your lease say about pets?

Moving this to NYS General Discussion as New Rochelle is not in NYC.

NYC has a pet law, but that's not applicable here. I don't know if other municipalities have enacted similar pet laws, but perhaps the OP can do that research. However, if similar to NYC's law, the facts presented don't apply here.

Essentially he's asking why the LL applied one policy to some (earlier) tenants and no him. Because he can.

I don't think the lease matters here as he indicates the policy was stated. Pleading may do some good.
