No heat in Poughkeepsie

I live with my elderly mom. Here it is October 7 and we do not have heat. There are other problems in this complex that I won't go into now. Who do I call to complain about the heat? My understanding is that it is supposed to be turned on October 1st, and it has been colder than 55 degrees at night. There was a frost warning last night. My poor mom is freezing. :(

Last night was the first night the heat went on in my NY buildings. This year, everything went well, but sometimes there's a glitch. If all isn't well this afternoon - it's gonna freeze tonight - I suggest you contact the DOH here immediately to complain.
